if the rug is washable (something small enough to wash in the tub or the washing machine) use straight white vinegar. Rinse after letting it soak into the pee stain for a while and let air dry. The vinegar smell disappears when it dries and the acidity neutralizes the alkaline urine.
If your carpet needs to be steam cleaned, rent a cleaner and again, use white vinegar instead of the shampoo.

    Vickie,
Since the steam cleaning didn’t work, your dog had a big bladder and the stink is now down into the pad below and maybe beyond that! Solution is simple, if not a bit scary, take a carpet knife and cut around the spot on three side, leaving the forth as the hinge. Sniff the padding, I bet that’s where the smell is. Cant be cleaned, but there’s plenty of extra padding under the carpet in out of the way areas, like closets. Do the same 3 side cut and then remove the pad patch and put under your pee spot. While the pad is up, sniff the under floor. If the stink is there, you can try washing, but since most is just plywood, the stink has penetrated. Paint over that spot with Kilz or some other encapsulating paint (it comes in aerosol in addition to cans). Let dry. Use carpet tape to secure the pad and again to secure the carpet (it’s what the carpet layers used when they “seamed” the carpet, so no big deal. Now if your under floor is a nice oak or other hardwood. well………..you might as well paint it too. Because if you ever peel back the carpet to expose the wood, chances are that spot will be damaged anyway and those few boards will need to be replaced.
Oh, while the carpet is turned back, you get another opportunity to wash the spot, from the back this time!
